Il Ministero dello Sviluppo ha emesso il 9 ottobre 2019 un francobollo celebrativo dell’Arsenale Militare Marittimo di La Spezia, nel 150° anniversario della fondazione, relativo al valore della tariffa B, corrispondente ad €1.10.

L’arsenale militare marittimo della Spezia è, con gli arsenali di Augusta e di Taranto, uno dei tre della Marina Militare. L’arsenale è ubicato nella zona centro-occidentale del golfo della Spezia, nelle immediate adiacenze del centro storico della città della Spezia.

Storia e Costruzione

Storicamente, fu Napoleone Bonaparte ad intuire per primo la possibilità di costruire un arsenale nel golfo della Spezia. Del progetto fu incaricato l’architetto genovese Andrea Tagliafichi. L’idea di Napoleone venne ripresa nel 1857 da Cavour, all’epoca presidente del consiglio e ministro della Marina, che si preoccupò di reperire i fondi necessari ed affidò a Domenico Chiodo, ufficiale del Genio militare, la cura della costruzione della nuova base navale. I lavori, iniziati nel 1862, terminarono il 28 agosto 1869, quando il generale Domenico Chiodo inaugurò formalmente l’impianto non ancora completato, dando il via all’allagamento dei bacini appena costruiti. A protezione dell’Arsenale e della base navale fu poi costruito un sistema di forti opportunamente collocati.

Seconda guerra mondiale

Durante la seconda guerra mondiale, a causa della sua importanza strategica, l’arsenale fu pesantemente bombardato e venne quasi completamente distrutto, ma grazie a veloci lavori di ristrutturazione tornò ad essere operativo già nel primo dopoguerra. Fu sede, tra l’altro, della IIª squadra e della Xª flottiglia MAS.

Oggi

Nel dopoguerra e per tutto il periodo della guerra fredda l’arsenale è stato sede della Iª divisione navale.
Attualmente l’Arsenale dà lavoro a circa 1.000 dipendenti civili e 2.000 militari. Si estende su una superficie di quasi 85 ettari ed al suo interno vi sono circa 13 chilometri di strade. La struttura è ancora basata sul progetto originale del XIX secolo. L’evoluzione dell’uso bellico dell’aviazione ha comportato il superamento dell’Arsenale della Spezia, troppo esposto agli attacchi aerei proprio perché concepito in assenza di questa attuale componente strategica. La caduta del Muro di Berlino ed il termine del pericolo sovietico hanno cambiato le esigenze della difesa, spostando l’interesse verso il sud, nel Mediterraneo. Ciò ha comportato una notevole perdita di importanza della base spezzina a favore di quelle di Taranto e di Augusta. Le uniche unità di squadra rimaste a La Spezia sono le fregate Maestrale della 2ª squadriglia con il Vesuvio, i cacciamine Lerici delle Forze contromisure mine e l’unità polivalente di supporto Elettra. Altra difficoltà dell’arsenale è l’impossibilità di mantenere un’adeguata riservatezza: l’interno dell’arsenale è perfettamente visibile dalle case adiacenti il suo perimetro e dai monti della parte occidentale del golfo, sebbene le moderne tecnologie rendano ormai superati questi accorgimenti per la sicurezza. Per questi motivi, oltre che per la chiusura del centro addestramento reclute in seguito alla fine del servizio di leva obbligatorio, le attività ed il personale sono attualmente in riduzione, e vengono vagliate le ipotesi di cessione di numerose ed ampie aree inutilizzate.

Accanto all’ingresso principale dell’arsenale si trova il Museo tecnico navale, regolarmente aperto dal pubblico. Il museo, istituito con l’intento di mantenere vive le tradizioni della marineria, comprende più di 150 modelli di navi ed imbarcazioni, circa 2500 medaglie, 6500 cimeli e 2000 documenti, oltre a 5000 volumi tecnici e storici. Infine durante i lavori di restauro vennero rinvenuti resti romani ed alto-medievali che vennero quasi totalmente distrutti. Attualmente il passato romano dell’area è praticamente sconosciuto al pubblico.

The maritime military arsenal of La Spezia is, with the arsenals of Augusta and Taranto, one of the three of the Navy. The arsenal is located in the central-western area of ​​the Gulf of La Spezia, in the immediate vicinity of the historic center of the city of La Spezia.

Second World War

During the Second World War, due to its strategic importance, the arsenal was heavily bombed and was almost completely destroyed, but thanks to rapid renovations it returned to being operational already in the first post-war period. It was home, among other things, to the 2nd team and the Xth MAS flotilla.

Today

In the post-war period and throughout the cold war period the arsenal was the seat of the 1st naval division. The Arsenal currently employs around 1,000 civil servants and 2,000 military personnel. It covers an area of ​​almost 85 hectares and within it there are about 13 kilometers of roads. The structure is still based on the original 19th century project. The evolution of the military use of aviation has led to overcoming the Arsenal of La Spezia, too exposed to air attacks precisely because it was conceived in the absence of this current strategic component. The fall of the Berlin Wall and the end of the Soviet danger changed the needs of the defense, shifting interest towards the south, in the Mediterranean. This led to a significant loss of importance of the La Spezia base in favor of those of Taranto and Augusta. The only team units remaining in La Spezia are the Maestrale frigates of the 2nd squadron with Vesuvius, the Lerici minesweepers of the mine countermeasures forces and the Elettra multi-purpose support unit. Another difficulty of the arsenal is the impossibility of maintaining adequate privacy: the inside of the arsenal is perfectly visible from the houses adjacent to its perimeter and from the mountains of the western part of the gulf, although modern technologies make these devices by now obsolete for the security. For these reasons, in addition to the closure of the training center for recruits following the end of compulsory military service, the activities and personnel are currently being reduced, and the hypotheses of the sale of numerous and large unused areas are being examined. Next to the main entrance to the arsenal is the Technical Naval Museum, regularly opened by the public. The museum, established with the intention of keeping the traditions of the navy alive, includes more than 150 models of ships and boats, around 2500 medals, 6500 memorabilia and 2000 documents, as well as 5000 technical and historical volumes. Finally, during the restoration work, Roman and early medieval remains were found which were almost totally destroyed. Currently the area’s Roman past is practically unknown to the public.
