Carlo Alberto dalla Chiesa (Saluzzo, 27 settembre 1920 – Palermo, 3 settembre 1982) è stato un generale e prefetto italiano.

Figlio di un generale dei Carabinieri, entrò nell’Arma durante la seconda guerra mondiale e partecipò alla Resistenza. Dopo la guerra combatté il banditismo prima in Campania e quindi in Sicilia; dopo vari periodi a Firenze, Como, Roma e Milano, tra il 1966 e il 1973 fu nuovamente in Sicilia dove, con il grado di colonnello, comandante della Legione Carabinieri di Palermo, indagò su Cosa nostra. Divenuto generale di brigata a Torino dal 1973 al 1977, fu protagonista della lotta contro le Brigate Rosse; su sua proposta venne creato il “Nucleo Speciale Antiterrorismo” attivo tra il 1974 e il 1976. Promosso generale di divisione, fu nominato nel 1978 coordinatore delle forze di polizia e degli agenti informativi per la lotta contro il terrorismo, con poteri speciali. Dal 1979 al 1981 comandò la Divisione Pastrengo a Milano; tra il 1981 e il 1982 fu vicecomandante generale dell’Arma. Nel 1982 venne nominato prefetto di Palermo con l’incarico di contrastare Cosa nostra così come aveva fatto nella lotta al terrorismo. Fu ucciso nella città siciliana pochi mesi dopo il suo insediamento nella strage di via Carini dove perirono anche la consorte Emanuela Setti Carraro e l’agente di scorta Domenico Russo. Fu insignito di medaglia d’oro al valore civile alla memoria; la salma è attualmente tumulata nel Cimitero della Villetta, a Parma.

Ai vertici dell’Arma

Dopo aver partecipato alla lotta contro il banditismo in Sicilia e in Campania, affrontò anche la lotta contro il terrorismo ed in particolare contro le Brigate Rosse. Dopo avere selezionato dieci ufficiali dell’arma, dalla Chiesa creò nel maggio del 1974 una struttura antiterrorismo, denominata Nucleo Speciale Antiterrorismo, con base a Torino. Nel settembre del 1974 il Nucleo riuscì a catturare a Pinerolo Renato Curcio e Alberto Franceschini, esponenti di spicco e fondatori delle Brigate Rosse, grazie anche alla determinante collaborazione di Silvano Girotto, detto “frate mitra”, dirigendo le indagini dall’attuale Comando Provinciale Carabinieri di Torino, edificio unito alla Scuola allievi Carabinieri “Cernaia”.Il 16 dicembre 1981 dalla Chiesa venne nominato Vicecomandante generale dell’Arma, carica che aveva già rivestito il padre. Si trattava della massima carica raggiungibile per un ufficiale generale dei Carabinieri, giacché all’epoca il Comandante generale dell’Arma doveva necessariamente provenire, per espressa disposizione di legge, dalle file dell’Esercito. Rimase in tale incarico fino al 5 maggio 1982.

La nomina a prefetto di Palermo

Nominato il 6 aprile 1982 dal Consiglio dei ministri prefetto di Palermo, posto contemporaneamente in congedo dall’Arma, il 30 aprile s’insediò in città, il giorno dell’omicidio di Pio La Torre, che era tra coloro che avevano sostenuto la sua nomina a prefetto. Il 5 maggio 1982, giorno in cui fu collocato in ausiliaria con il grado di generale di corpo d’armata, egli tenne il discorso di commiato dall’Arma presso il Comando Generale, il cui testo integrale è stato pubblicato nel 2018.

Il tentativo del governo era quello di ottenere contro Cosa nostra gli stessi brillanti risultati ottenuti contro le Brigate Rosse. Dalla Chiesa inizialmente si dimostrò perplesso su tale nomina, ma poi venne convinto dal ministro Virginio Rognoni, che gli promise poteri fuori dall’ordinario per contrastare la guerra tra le cosche che insanguinava l’isola.

L’agguato in via Carini e la morte

Alle ore 21:15 del 3 settembre 1982, ventiquattro giorni prima del suo sessantaduesimo compleanno, la A112 sulla quale viaggiava il prefetto, guidata dalla moglie Emanuela Setti Carraro, fu affiancata in via Isidoro Carini a Palermo da una BMW, dalla quale partirono alcune raffiche di Kalashnikov AK-47, che uccisero il prefetto e la moglie.

Nello stesso momento l’auto con a bordo l’autista e agente di scorta, Domenico Russo, che seguiva la vettura del Prefetto, veniva affiancata da una motocicletta, dalla quale partì un’altra micidiale raffica, che ferì gravemente Russo, il quale morì dopo dodici giorni all’ospedale di Palermo.

Carlo Alberto dalla Chiesa (Saluzzo, 27 September 1920 – Palermo, 3 September 1982) was an Italian general and prefect.

Son of a general of the Carabinieri, he entered the Army during the Second World War and participated in the Resistance. After the war he fought banditry first in Campania and then in Sicily; after various periods in Florence, Como, Rome and Milan, between 1966 and 1973 he was again in Sicily where, with the rank of colonel, commander of the Carabinieri Legion of Palermo, he investigated Cosa Nostra. He became brigadier general in Turin from 1973 to 1977, he was the protagonist of the fight against the Red Brigades; on his proposal the “Special Antiterrorism Nucleus” was created, active between 1974 and 1976. Promoted general of division, he was appointed in 1978 coordinator of the police forces and information agents for the fight against terrorism, with special powers. From 1979 to 1981 he commanded the Pastrengo Division in Milan; between 1981 and 1982 he was Deputy Commander General of the Arma. In 1982 he was appointed prefect of Palermo with the task of fighting Cosa Nostra as he had done in the fight against terrorism. He was killed in the Sicilian city a few months after his settlement in the Via Carini massacre where his wife Emanuela Setti Carraro and escort agent Domenico Russo also perished. He was awarded a gold medal for civil valor in memory; the body is currently buried in the Villetta Cemetery in Parma.

At the top of the weapon

After taking part in the fight against banditry in Sicily and Campania, he also faced the fight against terrorism and in particular against the Red Brigades. After selecting ten officers of the weapon, the Church created an anti-terrorism structure in May 1974, called the Special Anti-Terrorism Nucleus, based in Turin. In September 1974 the Nucleo managed to capture Renato Curcio and Alberto Franceschini, leading exponents and founders of the Red Brigades, in Pinerolo, thanks also to the decisive collaboration of Silvano Girotto, known as “Friar Mitra”, directing the investigations by the current Provincial Carabinieri Command of Turin, building joined to the Carabinieri School “Cernaia”. On 16 December 1981 he was appointed Deputy General Commander of the Arma by the Church, a position that his father had already held. This was the maximum position that could be reached for a general officer of the Carabinieri, since at the time the General Commander of the Arma had to come, by express provision of the law, from the ranks of the Army. He remained in this post until May 5, 1982.

The appointment as prefect of Palermo

Appointed on 6 April 1982 by the Council of Ministers prefect of Palermo, at the same time placed on leave from the Army, on 30 April he took office in the city, the day of the murder of Pio La Torre, who was among those who had supported his appointment to prefect. On May 5, 1982, the day he was placed in auxiliary with the rank of general in the army corps, he gave the farewell speech from the Army at the General Command, the full text of which was published in 2018.

The government’s attempt was to obtain the same brilliant results against the Cosa Nostra as against the Red Brigades. From the Church he was initially perplexed about this appointment, but then he was convinced by the minister Virginio Rognoni, who promised him extraordinary powers to counter the war between the gangs that bloodied the island.

The ambush in via Carini and death

At 9.15 pm on September 3, 1982, twenty-four days before his sixty-second birthday, the A112 on which the prefect was traveling, driven by his wife Emanuela Setti Carraro, was flanked in via Isidoro Carini in Palermo by a BMW, from which some gusts left of Kalashnikov AK-47, who killed the prefect and his wife.

At the same time the car with the driver and escort agent on board, Domenico Russo, who was following the Prefect’s car, was flanked by a motorcycle, from which another deadly burst started, which seriously injured Russo, who died. after twelve days at the Palermo hospital.
