L’Associazione Nazionale Alpini (A.N.A.) è un’associazione italiana d’arma, apartitica, fondata nel 1919. Ha sede in via Marsala, 9 a Milano.

Storia

È il 15 ottobre 1872, fra le pieghe di un decreto reale che prevede l’allargamento del numero dei distretti militari, viene indicato che alcuni siano istituiti in zone alpine con in organico una compagnia distrettuale a reclutamento ed addestramento secondo particolari compiti di montagna. È l’atto ufficiale di nascita del Corpo degli Alpini.

Da quel primo decreto sono passati 140 anni di storia nella quale emergono le caratteristiche dell’Alpino: senso del dovere, attaccamento alle tradizioni, orgoglio degli emblemi che lo caratterizzano, spirito di Corpo, solidarietà fra commilitoni e la continuità di questi valori anche una volta in congedo.

Questa continuità di valori è la base su cui poggia l’Associazione Nazionale Alpini.

Al termine della Grande Guerra, prospettata come completamento dell’Unità d’Italia, i reduci, che hanno vissuto grandi sacrifici, ritengono d’avere diritto non solo ad un clima di pace ma anche di riconoscenza. In questo clima e con questi sentimenti, un buon numero di essi frequentano abitualmente la birreria Spaten Brau di Milano nella certezza di trovare un ambiente di comuni idee e di solidarietà.

Fra ricordi, ancora così vivi e presenti, commenti e semplici chiacchiere, comincia a delinearsi la proposta di costituire un sodalizio fra quanti hanno militato negli alpini. Il 12 giugno 1919 si tiene una prima riunione per concretizzare l’idea. Fra le decisioni viene approvato un concetto fondamentale: la possibilità d’iscrizione non solo a quanti hanno svolto servizio militare negli alpini dal 1872.

I promotori convocano l’assemblea costitutiva per la sera di martedì 8 luglio 1919. A questa prima assemblea che si tiene nella sala dell’Associazione Capimastri di Milano partecipano circa una sessantina di reduci alpini che approvano la costituzione ufficiale dell’Associazione Nazionale Alpini, il primo Statuto Sociale ed il Consiglio Direttivo. La notizia comincia a diffondersi prima in tutta la Lombardia poi nelle altre Regioni e da ogni parte pervengono numerose richieste di aggregazione. Questo fatto, non previsto dai soci fondatori, porta a dover modificare lo Statuto iniziale introducendo le Sezioni, normalmente costituite nei Capoluoghi di Provincia, quale succursale locale della Sede Centrale. La grande spontanea massiccia adesione e la necessità pratica di incrementare la diffusione, si completa con l’introduzione fra le norme statutarie della possibilità di aggregarsi in Gruppi, normalmente costituiti nei Comuni, con rappresentanza locale della Sezione. Si concretizza, così, la capillarizzazione e la diffusione su tutto il territorio, dalle Alpi al mare, punto di forza ancora oggi dell’Associazione che conta in Italia ben 80 Sezioni e oltre 4.500 Gruppi, con 30 Sezioni all’estero.

Fin dalle prime riunioni, i promotori ritenevano fra i doveri associativi quello di ritrovarsi ogni anno per ricordare e onorare i compagni caduti. Ben lontano dal concetto di Adunata Nazionale che verrà più tardi introdotto.

Il ventennio

Con l’avvento del nuovo Regime politico teso a militarizzare tutto e tutti, anche l’Associazione come tutte ne è coinvolta, più nelle formalità che nei concetti fondamentali.

I Direttivi Nazionali di Sezione e di Gruppo non sono più eletti ma nominati dall’alto ed i Presidenti si chiamano ora “Comandanti”.

Il dopoguerra

Con la caduta del Regime fascista e il ritorno alla pace nel 1945, anche l’Associazione Nazionale Alpini forzatamente decimata nei ranghi, riprende gradatamente la rinascita e l’ordinamento originario. Alle generazioni di ex combattenti si affiancano i giovani di leva verso i quali sono riposte le aspettative e la continuità dei valori. L’esperienza di una nuova coscienza civica vissuta nel periodo del servizio militare dalle generazioni più giovani, che li ha visti operare in varie occasioni di emergenza in soccorso alle popolazioni colpite da calamità, diventa patrimonio di nuovi concetti che può sintetizzarsi nel motto di un nuovo indirizzo onorare i morti aiutando i vivi.

Dal piccolo Gruppo alle grandi Sezioni cominciano a delinearsi sempre più spontanee iniziative rivolte alla solidarietà, senza enfasi e pubblicità, quasi con pudore per un comportamento ritenuto normale. La svolta decisiva che coinvolge unitariamente tutta l’Associazione avviene all’indomani del tremendo terremoto che nel maggio 1976 sconvolge il Friuli. La Sede Nazionale chiama tutti i soci ad un grande gesto di solidarietà realizzando un imponente progetto di soccorso e di ricostruzione al quale gli alpini rispondono con fattivo entusiasmo: per l’impegno ed i risultati raggiunti, all’Associazione viene conferita la medaglia d’oro al merito civile, risultando il primo ed unico esempio del genere di un alto riconoscimento civico ad un’associazione. Sull’esempio degli alpini che hanno dimostrato grande capacità organizzativa ed operativa, comincia a delinearsi nelle autorità governative l’idea di costituire un organismo di volontariato. Sono le basi della futura Protezione Civile che vede oggi numerose associazioni o enti morali, con un ordinamento riconosciuto con legge dello Stato. Anche l’Associazione Nazionale Alpini è iscritta all’Albo del Volontariato di Protezione Civile, nella quale operano soci alpini e soci aggregati uniti (in un numero di circa 13.000 unità) riconosciuti indistintamente dall’unico appellativo di Volontario.

La nascita della Protezione Civile ANA

Dal 1987 anno in cui nasce ufficialmente la protezione civile degli Alpini, piccole e grandi opere di civile solidarietà ne hanno caratterizzato l’impegno su iniziativa del piccolo gruppo, delle sezioni o Sede Nazionale. Molte Regioni italiane, colpite da calamità, hanno espresso un riconoscente ringraziamento ai volontari accorsi con generoso altruismo, ma anche da territori esteri come l’Armenia, l’Albania e la Francia che ci hanno visto operare, sono giunti sinceri apprezzamenti. Questo vasto impegno è stato più volte riconosciuto anche dalle Istituzioni con il conferimento all’Associazione Nazionale Alpini di una medaglia di benemerenza al merito civile (Basilicata e Campania 1980), una medaglia di bronzo al merito civile (Valtellina e Valbrembana 1987, Armenia 1989), una medaglia d’oro al valore civile (Piemonte e Alta Emilia 1994), una medaglia d’oro di benemerenza concessa dalla Croce Rossa Italiana (Aosta 2003) ed una, recente, medaglia d’argento al merito civile per le attività dell’ospedale da campo dell’Associazione Nazionale Alpini.

Oltre alla protezione civile in senso stretto, infatti, l’ANA, sempre sulla scorta dell’esperienza maturata in Friuli, si è dotata di un ospedale da campo in grado di portare soccorso qualificato ed efficiente nelle zone disastrate.

Con i primi fondi messi a disposizione dalla Associazione Nazionale Alpini ed i primi contributi dello Stato, nel 1986, in occasione dell’Adunata Nazionale degli Alpini a Bergamo, vengono presentate le prime grandi unità dell’Ospedale da Campo dell’Associazione Nazionale Alpini per la Protezione Civile.

Nell’anno successivo il battesimo del fuoco. Nel 1987 la Valtellina e la Val Brembana vivevano l’incubo di una drammatica alluvione.

Le Unità Sanitarie Mobili dell’Ospedale da Campo, allora in fase di allestimento, ed un’équipe medica elistrasportata vengono inviate nei luoghi maggiormente colpiti e forniscono un contributo deciso alle opere di soccorso.

L’ospedale da campo

Nell’aprile del 1988 il Ministro della Protezione Civile inaugura a Milano le strutture del Primo Ospedale da Campo dell’Associazione Nazionale Alpini, ultimato e pronto all’impiego con la nuova sala operatoria formata da shelter assemblati secondo una progettazione esclusiva e da un’ampia antisala, che può essere utilizzata, come peraltro già avvenuto, per soddisfare esigenze importati ed emergenti di presidi ospedalieri nazionali, in sostituzione di sale operatorie temporaneamente inagibili.

Di qui, in avanti, la struttura sanitaria campale dell’Ana si è distinta in importanti operazioni nazionali ed internazionali: nel dicembre del 1988 in Armenia per il terremoto; in occasione dell’alluvione del Piemonte del 1994, ad Asti e Alessandria viene inviata la Colonna Sanitaria Mobile ed allestiti Posti Medici Avanzati nelle due città, operativi per oltre un mese; nel settembre del 1997 in Umbria per il terremoto; nel 1999 in Kosovo; nel 2000 a Roma per il Giubileo; e così via. Va comunque precisato che le attività di Protezione Civile e dell’Ospedale da Campo sono solo due dei campi nella miriade di iniziative ed opere di solidarietà espresse dagli alpini.

Tale attività è talmente vasta che è possibile elencare solo le operazioni di maggior respiro, perché è insito e naturale per gli alpini la generosa spontaneità ed il piacere intimo di realizzarla come semplice dovere civico.

The National Alpine Association (A.N.A.) is an Italian non-partisan association of weapons, founded in 1919. It is based in Via Marsala, 9 in Milan.

History

It is October 15, 1872, between the folds of a royal decree that provides for the enlargement of the number of military districts, it is indicated that some are established in alpine areas with a district company recruiting and training according to particular mountain tasks. It is the official birth certificate of the Alpine Corps.

From that first decree 140 years of history have passed in which the characteristics of the Alpino emerge: sense of duty, attachment to traditions, pride of the emblems that characterize it, spirit of Body, solidarity between comrades and the continuity of these values ​​even once on leave.

This continuity of values ​​is the basis on which the National Alpine Association is based.

At the end of the Great War, presented as a completion of the Unification of Italy, the veterans, who lived through great sacrifices, believe that they have the right not only to a climate of peace but also of gratitude. In this climate and with these sentiments, a good number of them regularly frequent the Spaten Brau brewery in Milan in the certainty of finding an environment of common ideas and solidarity.

Among memories, still so alive and present, comments and simple chatter, the proposal to form a partnership between those who played in the Alpine troops begins to take shape. On June 12, 1919, a first meeting was held to put the idea into practice. Among the decisions a fundamental concept is approved: the possibility of enrollment not only to those who have carried out military service in the Alpine troops since 1872. It is the concept of the associative continuity of the association. The promoters convene the constituent assembly for the evening of Tuesday 8 July 1919. About sixty veterans from the Alpine area who approve the official establishment of the National Alpine Association, the first Social Statute and the Board of Directors. The news begins to spread first throughout Lombardy and then in the other regions and numerous requests for aggregation are received from all sides. This fact, not foreseen by the founding members, leads to having to modify the initial Statute by introducing the Sections, normally set up in the Provincial capitals, as a local branch of the Central Office. The great spontaneous massive adhesion and the practical necessity to increase the diffusion is completed with the introduction among the statutory norms of the possibility of joining in Groups, normally constituted in the Municipalities, with local representation of the Section. In this way, the capillaryisation and diffusion throughout the territory, from the Alps to the sea, is realized, a strength still today of the Association that counts in Italy as many as 80 Sections and over 4,500 Groups, with 30 Sections abroad.

From the first meetings, the promoters considered among the associative duties to meet again every year to remember and honor the fallen comrades. Far from the concept of the National Gathering that will be introduced later.

The twenty years

With the advent of the new political regime aimed at militarizing everything and everyone, even the Association as everyone is involved, more in formalities than in fundamental concepts.

The National Section and Group Directors are no longer elected but appointed from above and the Presidents are now called “Commanders”.

The post-war period

With the fall of the Fascist regime and the return to peace in 1945, the National Alpine Association also forcibly decimated in the ranks, gradually resuming the rebirth and the original order. The generations of ex-combatants are joined by young people in charge of whom the expectations and the continuity of values ​​are placed. The experience of a new civic awareness lived during the period of military service by the younger generations, which has seen them operate on various occasions of emergency in aid of the populations struck by calamity, becomes the patrimony of new concepts that can be summarized in the motto of a new address honoring the dead by helping the living.

From the small Group to the large Sections, initiatives aimed at solidarity are beginning to take shape more and more spontaneously, without emphasis and publicity, almost with shame for a behavior considered normal. The decisive turning point that involves all the Association unitarily takes place in the aftermath of the tremendous earthquake that in May 1976 devastates Friuli. The National Headquarters calls on all members to make a great gesture of solidarity by creating an impressive relief and reconstruction project to which the Alpine troops respond with active enthusiasm: for the commitment and the results achieved, the gold medal is awarded to the Association to civil merit, resulting in the first and only example of such a high civic recognition to an association. Following the example of the Alpine troops who demonstrated great organizational and operational skills, the idea of ​​setting up a voluntary organization began to take shape in government authorities. These are the bases of the future Civil Protection which today sees numerous associations or moral bodies, with a legal status recognized by the law of the State. The National Alpine Association is also registered in the Volunteer Civil Protection Register, in which alpine members and united aggregate members operate (in a number of about 13,000 units) recognized without distinction by the single name of Volunteer.

The birth of the ANA Civil Protection

From 1987, the year in which the civil protection of the Alpini was officially established, small and large civil solidarity projects characterized its commitment on the initiative of the small group, the sections or the National Headquarters. Many Italian regions, hit by calamities, expressed grateful thanks to the volunteers who came with generous altruism, but also from foreign territories such as Armenia, Albania and France that they saw us operate, sincere appreciations arrived. This extensive commitment has also been repeatedly recognized by the Institutions with the conferral to the National Alpine Association of a medal of merit for civil merit (Basilicata and Campania 1980), a bronze medal for civil merit (Valtellina and Valbrembana 1987, Armenia 1989) , a gold medal for civil value (Piedmont and Alta Emilia 1994), a gold medal of merit awarded by the Italian Red Cross (Aosta 2003) and a recent silver medal for civil merit for the activities of the field hospital of the National Alpine Association.

In addition to civil protection in the strict sense, in fact, the ANA, always on the basis of the experience gained in Friuli, has equipped itself with a field hospital capable of bringing qualified and efficient rescue to disaster areas.

With the first funds made available by the National Alpine Association and the first contributions of the State, in 1986, on the occasion of the National Alpini gathering in Bergamo, the first large units of the Campo Ospedale of the National Alpine Association for the Civil protection.

In the following year the baptism of fire. In 1987 Valtellina and Val Brembana experienced the nightmare of a dramatic flood.

The Mobile Health Units of the Campo Hospital, then under construction, and a medical team are sent to the most affected areas and provide a decisive contribution to the relief works.

The field hospital

In April 1988 the Minister of Civil Protection inaugurated the facilities of the First National Hospital of the Alpine Association in Milan, completed and ready for use with the new operating room consisting of shelters assembled according to an exclusive design and a large antisala, which can be used, as has already happened, to meet imported and emerging needs of national hospitals, replacing temporarily unusable operating rooms.

From here on, the field health facility of the Ana has distinguished itself in important national and international operations: in December 1988 in Armenia for the earthquake; on the occasion of the 1994 Piedmontese flood, the Mobile Health Column is sent to Asti and Alessandria and Advanced Medical Posts are set up in the two cities, operating for over a month; in September 1997 in Umbria for the earthquake; in 1999 in Kosovo; in 2000 in Rome for the Jubilee; and so on. It should be pointed out, however, that the activities of Civil Protection and the Campo Hospital are just two of the fields in the myriad of initiatives and works of solidarity expressed by the Alpine troops.

This activity is so vast that it is possible to list only the most extensive operations, because the spontaneity and the intimate pleasure of creating it as a simple civic duty is inherent and natural for the Alpini.
